The City of Brea was awarded $160,000 in SB 2 Planning Grants Program (PGP) funds from the State of California Department of Housing and Community Development (HCD). The City of Brea has utilized the grant for the following five projects.

  1. General Plan Housing Element Update
  2. Update Parking Standards
  3. Implement Administrative Approval Process
  4. Design Guidance for Accessory Dwelling Units (ADUs)
  5. Affordable Housing Implementation Guide

Background

In 2017, Governor Jerry Brown signed the Legislative Housing Package which included 15 bills that initiated regulations for providing new financial resources aimed at addressing California’s housing shortage and high housing costs. One of the bills, Senate Bill 2, Atkins (SB 2), also referred to as the “Building Homes and Jobs Act,” established a $75 recording fee on real estate documents. As a one-time component of SB 2, 50% of the fees collected from all counties in 2018 were allocated to the SB 2 PGP Funds. These funds have been set aside to provide funding and technical assistance to all local governments in California to help cities and counties prepare, adopt, and implement plans and process improvements that streamline housing approvals and accelerate housing production. The other 50% has been placed in a fund made available to HCD to assist persons experiencing or at risk of homelessness. On March 28, 2019, HCD released a Notice of Funding Availability (NOFA) for SB 2 PGP funds for approximately $123 million, the statewide revenue earmarked for local government grants and are available through a noncompetitive application process. The purpose of the PGP is to provide financial and technical assistance to local governments to update planning documents that would:

  • Accelerate housing production;
  • Streamline the approval of housing development;
  • Facilitate housing affordability;
  • Promote the development of housing; and
  • Ensure geographic equity in the distribution and expenditure of allocated funds.

To be eligible for grant funds, the local government agency must: a) have a certified and compliant Housing Element; b) have completed the required, Annual Progress Report (APR) on the Housing Element and submitted the APR to HCD; and c) demonstrate that the project will support a nexus to accelerate housing production. Under this grant program, local governments are provided an eligibility allowance based on community population. The maximum grant amount for a jurisdiction of Brea’s size (for localities with a population under 60,000) is $160,000. Staff is preparing a grant application for submittal to HCD before the November 30, 2019 deadline, to fund a range of economic analyses, policy and program evaluation that will better inform policy discussions about housing production in the City of Brea. The application for this grant may include the following eligible projects:

  • Updates to the General Plan to promote or accelerate housing production;
  • Streamlining review processes for affordable housing development review;
  • Providing guidelines to assist and promote homeowner projects such as Accessory Dwelling Units
  • Establishing and implementing new parking standards for housing.
